Historical Context
In the past forty-one years, nearly 850 million Chinese people have been lifted out of extreme poverty.455 When China first began implementing its poverty alleviation strategies, it focused on economic development that lifted people out of poverty naturally and transitioned China from a poor country to an upper middle-income country.
Despite this progress, there were pockets of poverty throughout the country that did not improve. In 2012, when President Xi Jinping came to power, there were over one hundred million rural Chinese people living in extreme poverty.456 As a quick reminder, that number was not static; people were falling into poverty while others were lifted out. The last one hundred million were primarily âthe poorâ who lived in remote areas, were sick or elderly, or had no education or jobs.
President Xi believes for China to be considered a moderately prosperous society, none of its citizens can live below the extreme poverty threshold. Rather than giving away money, the government focuses on giving animals to raise, food, education, and other forms of support.
In November 2013, President Xi first proposed the concept of âtargetedâ or âprecisionâ poverty alleviation.457 By 2017, Chinaâs total expenditure on poverty alleviation was over seventy-two billion USD.458 President Xiâs goal is to eliminate extreme poverty in China by the end of 2020, and the focus is treated like a military order. Officials working toward poverty alleviation canât leave their posts or be promoted unless they fulfill the specific goals for their assigned village or town.
Why does all of this need to happen by the end of 2020?
Aside from being committed to poverty alleviation, the year aligns with the countryâs two centenary goals.459 The Communist Party of China was founded in 1921. In 2021, it will be celebrating its one hundredth anniversary where it hopes to share its status as a âmoderately prosperous societyâ with no residents living in extreme poverty. Beyond this, China hopes to become a modernized socialist country by 2050, at the one hundredth anniversary of New China in 2049.460
